Arrangements were
an inspection on the ground, and it was decided that Mr.
W. J.E. Binnie should pay this visit.
therefore made that he should leave by Air on May 5th, by
which time it was expected that sufficient information
regarding the geological conditions at the Lower site would
have been obtained.
16. Mr. Binnie arrived at Hong Kong on May 13th 1940 and
fortunately was able to discuss matters with Mr. Purves, the
Director of Public Works, before he went on leave.
17. Mr. Binnie devoted three weeks to investigations on
the ground, being greatly assisted by Mr. C.W.E, Bishop who was
then acting as Chief of the Waterworks Department in the absence
of Mr. W. Woodward, and also by Mr. J.G. Campbell.
18. We also had the opportunity of explaining our proposals
to Mr. Woodward when he called at this office shortly after Mr.
Binnie's return on July 8th.
19. During Mr. Binnie's visit, he ascertained that the
P.W.D. desired that we should report on the problem as a whole,
i.e. not only with regard to the dam but also as to the best way
in which the water could be distributed. Our Report therefore
covers the layout of a complete scheme.
Results of Inspection.

20. A detailed inspection of the Tai Lam Chung Valley
was made with the object of determining whether there might not
be another site for the dam which gave promise of more economi cal
development than the Lower site, the conclusion being reached
that the Lower site should be adopted.
Geological Features.
21.
Granite rock is visible at the Lower site on both
sides of the valley, and the borings indicate that rock lies at
an average depth of 36 feet below the surface in the valley bottom,
